In 1866 Frederick Billings proposed naming the place after George Berkeley, on the strength of the philosopher's line about the course of empire taking its way westward, which was a large claim for a settlement that would not incorporate until April 1, 1878. The College of California and the state combined to establish the University of California here in 1868. A fire on September 17, 1923 destroyed about six hundred and forty buildings before a sea breeze let the firefighters get ahead of it. In 1964 the university's ban on political literature on campus set off the Free Speech Movement.
